Utami was already booked on a ROH show and Stardom talent appears on NJPW shows. The reason is not because NJPW management wants that, it's because Bushiroad wants that.
Before booking any Stardom star in America, Tony or whoever would have asked permission from the man in charge. He wouldn't call Mayu and ask her himself. Tony also more than insinuated that Rossy was pipelining the joshis to the WWE (which seems to be true by the looks of things), not so much as preventing bookings in America.
