He was never a draw, or FOTC, or a great worker at any point in his career. Business tanked when they handed him the belt in 97 (yes, Shawn was a bigger draw than him) and if you remove Shawn Michaels from his existence, Undertaker's legacy takes a huge hit because you basically got rid of the 3 best matches of his career, whereas Undertaker is irrelevant to Shawn's legacy. So there is legitimately 0 reason that he should rank above Michaels all-time. And let's not even begin with Austin, Hogan and Rock.
