Dusty is still the bet overall booker because he had the best balance, but I think if Shawn got some of the indy guys, that Dusty got, he'd have an overall better show. Shawn likes vignettes and shit and gives people more time than even Dusty did. HHH had the best matches, but you can argue that he failed in his position because a chunk of those guys didn't really develop into anything.
