Even without the Cody cuckoldry, it would be panned as yet another Mania Rock main events with no build up and stealing someone else's spot.
And let's be generous and say even THAT wasn't the factor. The Rock is past his fucking prime, and now he's too watered down in general. He can say some edgy things here and there but "The Great One" has been gone for a long while.
