If the ref gave the ok after talking with Jeff then it’s on him. They’re acting like Sammy is Brock Lenser and no one can stop him.

Trained referee here. Yes, it is on the referee to check on the wrestler and call the match off if they're clearly hurt. AEW refs seem to be utter shit at this, Rick Knox being the prime example.

given hardy did get up, they probably have some "intermediate tier" protocol where they're somewhat suspicious of a concussion and want the match brought to an early close but without ref-stoppage. in that case certain moves that affect the head are off the table but they'd tolerate the guy (for example) being rolled up, submitted using limbwork or otherwise not taking a serious bump. guevara hit his kenta knockoff finisher on him where there's more risk of direct impact to the head, which would be a no-no

Listen retard. Unlike certain other conditions Jeff Hardy's had, there's no automatic breath concussion meter that the ref can stick in his face, tell him to blow, and definitively state whether he's concussed or not . Hardy would need to be taken backstage and assessed by doctors. So until they do that assessment, they don't know if he's concussed.

My assumption is that there are levels to the protocol. Like suspected concussion + obvious signs = end the match immediately, possible concussion + no obvious signs = allowed to finish the match with low/no-impact moves like a rollup.
