My guess is the original plan was to do Rock vs Roman on Night 1, and Cody vs the winner (obviously Roman) on Night 2, but The Rock realized he's got too much ring rust to work a one-on-one match.

This way, if Rock and Roman lose, that leads to a potential match at next year's WrestleMania, or if Cody and Seth lose, that makes them both look like underdogs going into Night 2.

My main issue with it is if Seth is supposedly rehabbing an injury, why are they making him wrestle two nights in a row and risk injuring himself on Night 1 before his World Championship defense on Night 2?
