Just crowd people around the front few rows and use the already-set-aside-space for camera crews that all these places have built into them. Turn the fucking lights off the upper empty areas, and then you have an audience that can look good on TV despite being small.
WCW did this all the time as they were dying and, if you only watched the shows, you wouldn't have thought that WCW was having only like a thousand people showing up to events.
