Created a legitimate threat for Cody that people could buy into, actually good on the mic, and cuts compelling promos, actually puts butts in seats and draws dimes, etc. Everything interesting about Romans record reign has had nothing to do with him, it was either the Uso's, Sami, Lesnar, or anyone he's feuding at the time. WM39 finished and literally no one gave a shit about Roman, only about Cody and the booking. Even when the main event was to be Roman Rock, people screeched and whined over the Rock, while trying to get Cody back in it. Roman is invisible, quite literally no one gives a shit about if he wins or loses from his perspective, its what the Rock, Cody and even Rollins do.
