You don't give them more money. They receive as much as they earn.
You don't give them more opportunities. Everyone creates his own opportunities anyway. There's no need to give the undercard more TV time.

Because if you give the undercard more money, you're taking away from the main event. You're devaluing effort and expertise. You're devaluing the superior product, the superior service, the better people.
That is called equalisation, and couldn't be further removed from equity.
