Got the feeling there was a plan to make Jarrett, Benoit, Goldberg, Bret, the main event picture focus for late 99 and add Steiner & Booker in early 2000 but then Benoit quit, Bret got retired, Steiner kept getting hurt, Hogan came back and pushed guys back down the card, etc.. Russo was redoing his WWF gang wars plus crash TV booking but seemed to be putting a bit more of a push into the in ring guys to differentiate them. There was a lot of shit (all the booking around Halloween Havoc 99 to set up the actually kino title tournament) but there was a vague sense of direction that got thrown off again
