Complement the show with promos, interviews, and segments, feature bigger stars. Build to the PLEs and actually make them special! Bring back TV specials and incorporate them into Raw or SD (similar to Saturday Night's Main Event or Clash of the Champions) where you can have several matches with top stars, but only rarely in the build up to PLEs.
I see literally two stars on this SD card, Orton and Rey. And I assume Rey isn't even working a match, and both of them are stalwarts from decades ago that will retire soon.
None of the others are stars. They're completely replaceable.
