WM19 as a whole is the best Mania for the same reason. Not workrate but wider narrative.
Hogan/Vince is the season finale of Rock N Wrestling
HBK/Jericho is a love letter to the New Generation era that glosses over its imperfections
Rock/Austin 3 is the finale of the greatest rivalry of the Attitude Era, even if WM17 was the Attitude Era finale this concluded their story which arguably began before the AE as two New Gen rookies in shit gimmicks.
Brock/Kurt christened the Ruthless Aggression era.
It only needed Booker to go over HHH to emphasize this last point and it'd have been perfect, but this was treated as cementing the death of WCW with HHH beating the last two WCW champions, when that story had concluded sooner and if it had to be told here needed something like Sting/Taker, Goldberg/Taker, or even Flair/HHH, someone who was more of a mascot of WCW. DDP could have worked if he hadn't gotten injured.
