Basically hCG mimics the lutenizing hormone that regulates the HPG axis. When you have been cruising for so long that your HPG shuts down you can restart it by hCG therapy. It's expansive, but Dave has the money so it wouldn't be a big deal for him.
You can also used hCG while on gear and it will prevent your HPG from being suppressed.
