Having the things you do in ring remain consistent with the story you are telling in it. If your opponent is a striker and has a kick finisher, go after his leg, build a story around his deficiency. Match planning with your opponent/calling things in the ring is a big part of this, being able to adapt on the fly.

-He's booked as Super Hitler with the Third Reich intro and music. It gets you to watch. Kozolv had a boring intro and music.
-Gunther is booked better. They didn't put him through the usual humiliation ritual after a few years like they did with monster heel guys like Kozlov, Prince Albert, Brodus Clay, etc.
-He can put on 30 minute matches. Very good in the ring. Appeals to workrate smarks.

So all combined, he's appealing to old school guys who like a monster foreign heel who can talk like Iron Sheik, the workrate smarks who like that he can go for a long time in the ring, and the white trash that loves the Hitler gimmick. Kozolv just didn't have any of this. He probably could have, but it really came down to booking. He just got the typical "make him work comedy" gimmick the writers do when they can't think of what to do with the big guys anymore. It worked for guys like Rikishi, but some guys just can't run with it.

He's a heel, a dominant monster heel. Right now, he is being built for a main event run. In said run, he will actually work with babyfaces of a caliber to actually draw reactions, and he will dutifully serve as a transitional champion to put over someone like Cody again, or Roman on his face run, or whatever else fits.

Heel Flair didn't draw and move merch either, most top heels don't. It isn't their job. Their job is to help the babyface sell their merch and get over while the feud draws people to the house, at least that's the traditional way.

Gunther doesn't have anybody like that to work with in the IC belt (other than Chad Gable which would be the correct move 100%, could do a great underdog angle and THEN I guarantee you Gunther will get reactions).

Either way, Gunther is definitely in there and it's just dishonest to say otherwise. Even if you hate WWE to such an extreme you can no longer appreciate his work, he has a large catalog of great matches available from his time as WALTER.

I can understand why you might not like Okada if you also don't like Gunther because they're great for a lot of the same reasons.

Gunther, though, is the only best-in-the-world tier wrestler who wrestles a dominant monster heel style. Most of the other guys are very high-spotty explosive athletic guys, with the exception of Okada and Jay White, who are both more grounded, psychology driven wrestlers.
But Gunther is the only top top level worker that works his style so that sets him apart for me.

Low-hanging fruit is still fruit and all that other clichéd nonsense.
My favorite match of last year is a tough one, I liked the Ilja Dragunov vs Dijak matches because of how stiff they were, and every Gigi match is match of the week for me. I dunno man.
