Yeah, WWE has this problem when Mania and (maybe) Summerslam are the only shows where things feasibly change. The Rumble is supposed to get us hyped for that change at Mania. Money in the Bank is supposed to transplant the possibility of change from "Royal Rumble Winner, then Winning At Mania" to any time, but it's become stale.
