The WWF had snapped up tons of talent from WCW and ECW in 2000 and the roster was getting untenable. Both companies went out of business in 01 and WWF absorbed pretty much the rest of their rosters. By 02 even the Turner guys were coming in and that first superstar crop of OVW talent got called up which lead to the most stacked roster of all time, they had to do a brand split there was just no room.
Val was there for that, where could possibly have fit in? You look at the cards for the PPV’s and you see why Val was relegated to Heat. Val only had a job by then because he was engaged to Edge’s sister and they were looking out for him. The worst kept secret back then was the Edge was getting groomed as the face of the company.
