What went wrong with Davey Boy's WWF run from 1999 to 2000?

Despite the fact that he was brought back to the WWF in '99 since he, Owen and Neidhart never acted like perpetual crybabies over Shawn Michaels and Triple H like Bret did that earned him a ticket out of the WWF.

In fact, Davey probably had good things to say about Trips and HBK, as did Owen.
