if you are eating less than what you do for a caloric default (what you normally eat in a day, basically) then you'll lose fat. Now based on your genetics you might look better or worse depending on where the fat disappears. Kinda a lottery on that, some people get abs easily and some basically never can.
Cardio purely to "lose belly fat" is a waste of time cuz you can do hours and your next meal fills all of that up and then some. Not to say it's BAD, but you want to focus mostly on eating healthy. Cardio/muscle exercise definitely helps though alongside it, just don't overthink it and change things slowly.
