A strike is the best finisher, because they're low-risk to both the guy doing it and the guy taking them, easy to make look devastating and you can do them to anybody.

Finishers need some sort of setup to explain why they don't just hit that knockout blow at the start of the match

Sprinkle in the occasional spot where they try to go for the strike at the start of the match, but the opponent blocks or dodges it. It puts the move over as something so dangerous it needs to be prepared for.

By setup you mean proper storytelling? No finisher would make sense if it was the first move.

Personally my favorite finisher is the abdominal stretch, provides safe and pleasurably ergonomic position to work for both workers without having to take speed or a bump. Highly entertaining for the audience too as the receiver can sell with their face rather than flailing their arms and legs

Better than getting suplexed on your head, sure, but strikes can go pretty wrong

Anything can go wrong, it's wrestling, but you can fake kick/punch/knee someone in the head safely with no high-impact bumps 99 times out of 100, whereas a big driver or throw is always going to have the person taking it take a big bump and a big dive or aerial move is going to have the person doing it land on their knees.
