When Rhea gets as jacked Chyna did, then we can talk about it. Even then, there should never be title matches for cross gender bouts, only general ones. It's not the company's fault there aren't enough women to make enough belts for them.
But the more you think about it, you realize how utterly strained the booking would be if more women did join. I could ramble on more, but the short of it is that WWE would be forced to make a women's brand. Though the issue would then be if WWE has a third show just for women, or rebranding Smackdown to women only. And then you'll have all the men on Raw which could probably make booking more difficult for them.
