They've misjudged the crowd reaction repeatedly, attempted to course correct by turning Rock heel, made Roman a minor character, and built the match which they don't intend to deliver - Cody vs Rock. Cody's actual story, winning the championship because muh father, has been buried since Roman's now a bit of a nobody.
Now, what got the crowd worked up was the "moment" ie the heel beatdown, because that's all WWE crowds ever react to. That's what they've all been trained to react to, and that's all their WWE propaganda ever talks about. The (usually no-context) "moments". There were only two things that made this exceptional. One, it involved the Rock, who has more star power than anyone else in wrestling. Two, they got color, which drones aren't used to seeing.
