It was supposed to be Brock vs Gunther and Punk vs Rollins and probably Charlotte in one of the title matches so no, these matches aren’t filling in for them. One of the extra matches would have been Drew vs Sami which is a Raw match too; the Wrestlemania card was always going to have these filler matches like it usually does.
