The late '90s were a low-point for women's wrestling in general: WCW's two women's titles were short-lived and only ever held by joshi, and the NWA women's title was vacant from 1996-2000.

But the bigger problem was that Madusa simply wasn't enough to build an entire division around. Most of the women that competed for that title were either joshi on-loan from Japan, or over-the-hill '80s stars like Leilani Kai and Luna Vachon on short-term or per-appearance deals. Some indie up-and-comers like Malia Hosaka were also featured, but WCW didn't bother to sign them long-term. If only Molly Holly had come along a couple of years earlier they might have had something to work with.
