I thought something similar to you when I opened the thread, like fuk, puah Sho and Yoh in the main event, but at the same time, they are still incomplete in terms of being top star material and if they push them into the HW scene too soon they will be there forever before being ready and get stale, and NJPW has a huge problem with being stale. Moving guys up to HW kind of makes them fresh for a while so you want to do it at the right time to capatalize.
