People forget as always that the Rock, Cody and Roman are 20-30 minutes of match in a 5 hour PPV.
The other 4 hours and 30 minutes are filled with dogshit and disappointments.
People tuned in to see the Rock and Cody on Raw. They didn't tune in to see what the Three Degrees were gonna do to YMO. They could care less about the Mexican soap opera, but it's got Rey and Dom so they care a little. Doesn't carry the others though.
And yeah people tuned in to see CM Punk, but he's only doing commentary, and that's for night 2.
Night 1 had nothing going for it at all, except the stipulation match for a stipulation in the night 2 main event.

The top of the card is slowly getting good.
The rest of the card is still in 2019.
