He was heeling, dude. The entire segment was a heel segment.
The thing is that when Rock did heel up, he kept getting cheered. So tonight, he probably expected to get cheered a bunch but the crowd reacted ... the right way and it confused both of them. You can see Cody struggling with things because I don't think he expected Rock to get booed.
