It would be difficult to argue for a technical breach of GDPR(UK) without conceding that punk was guilty of gbh or affray.

Either punk gets away because the footage is a work. Or it's a data breach of a private incident which shows punk committing a low level violent crime.

In reality, no lawyer would proceed either side of the case, because each would fail.

I'm actually a lawyer in the UK and know a lot about DPA (formerly GDPR). They would need permission from everyone in said footage to release it to the public domain, and would have to blur anyone out who did not consent. However, because they are all private workers and there aren't any members of the public in that footage, there is no breach of DPA. Everyone in that footage is part of the business and thus are all data handlers. There are no data subjects in that footage.

One last thing, anyone in that footage could submit a Subject Access Request to AEW or Wembley Stadium (whoever the data handler happens to be) and actually get the footage by law, and then could do whatever they want with it, ie. upload to the public domain.

Data Protection shit is serious business in the UK. I got a payout from my old company for breaching Data Protection. They used a document with my name on it (without redacting) to train their new staff, when I found out about it I did a GDPR request and they had to send me a whole bunch of emails I was mentioned in and one of them was like "Don't worry about asking him, I'm sure it'll be fine" which was pretty open and shut. Paid off my car and took a huge chunk out of my mortgage.

Was £35k their first offer? I have actually helped clients claim against the police, and either their misuse of body-warn footage, or deleting it when an investigation is in process or they should reasonably have expected the footage to be requested. And in most cases I've seen, the client would be advised to accept an offer much less than even £35k. A sum like that is not worth further litigation, time and money to potentially lose a case like DPA which is not really black and white in a lot of cases.

First offer was £25k and an apology, my solicitor said to hold out for more but said that on rejecting a second offer they might choose to mitigate through the courts and could turn it in to a shit flinging contest where they'd bring up other shit and try to make it malicious. It was over and done in like a year. My solicitor opined that they probably had further fuck ups and if I didn't settle they'd try to make an example to stop further GDPR requests
