This concept is called "diminishing returns" which we know is true in regards to AEW's new PPV schedule. Every PPV is getting less than the previous since All Out 2023.
What is likely to be the reason for this schedule is to make up a difference in the lack of a renewal license for AEW television. Tony seemed to have at least some foresight that could go south and was looking early on how to make up the difference so he chose this model as a stopgap, which is a very temporary fix because we've already see how trying to run PPVs back-to-back is going.
