Buh-Buh had a literal "dancing retard" gimmick, Big Dick was limping around on crutches, and you had the whole sideshow of Sign Guy, Chubby, DWD, etc just doing nothing in the background. Devon breathed new life into the stable at a time it was desperately needed.
