WWE is more accessible than ever, but is niche in a way that drives TV subscribership, not just viewership. Comcast doesn't pay out the ass for Smackdown if they aren't convinced a million plus fans won't cancel cable if all WWE TV goes. Those $100/mo cable plans add up.
Add in video games, clothing, merchandise, action figures, shows here and overseas, social media ad revenue, sponsors, it all adds up. You do not need to be the #2 show on TV or #4 video game to make billions of dollars. If you're consistently Top 20 in everything you'll make loads of profits, which they are.
