I don't know why Triple H didn't just volunteer to do the spot with The Rock if Austin wasn't game. It makes sense for both the present situation (he's had enough of The Bloodline keeping the belt around Roman) and their history (Triple H was probably The Rock's most noteworthy antagonist in the Attitude Era).
