I'm not sure when the exact right time to have Goldberg lose would have been but there was still a lot fan momentum with Goldberg and the Streak and they could have carried it through 1999, if not 2000.
There were still matches with Bam Bam Bigelow and if talent acquisition went the same, there were matches with Sting, Bret Hart, Ric Flair, Sid, The Sandman, Mike Awesome, Tank Abbott, the revamped Macho Man, Dennis Rodman, etc.
Bischoff could have thrown money at Vader and Ken Shamrock to come in and fight Goldberg too.
In hindsight, Big Poppa Pump seems like the right guy. The "DDP beats him in a rematch" is a dumb modern smark idea.
If WCW was better structured, they could have kept Goldberg as HW champ through 1999 as a big ratings and PPV attraction and used their roster to have active US title, tag title, Cruiserweight title, and Hardcore title divisions.
(and they should have pulled the trigger on Jimmy Hart's idea much sooner and had Saturday Night be anchored by the TV title with 80s legends and new indie guys fighting for it)
