He was close to destroying his legacy before becoming involved with Codeman who he had some bizarre kino chemistry with and then proceeded to have maybe his best character run ever. For overall run I would still say Cena or Inoki, but that's just my bias, although I was never a big Rock fan but if he comes back and works just as well with Cody then he could move up real high in my own personal headcanon rankings.

One of them. The Rock is truly like no one else before or since. Undoubtedly one of the biggest legends ever, if not the biggest of them all. Unmatched promos and entertaining in the ring despite wrestling a relatively basic style, which is enhanced by his theatrics that everyone pops for every time without fail. Jews like MJF like to throw around the word “generational” as if it’s a term to be taken lightly. Only a very select few individuals are truly generational and The Rock is truly one of them. We will never see anyone like this again.
