Hayter is still hurt, Statlander gets hurt every other week, there's nobody else outside of Toni to really have the belt. Shida, isn't there every week either, and they kind of killed her character. Toni at the very least at least has one even if it's run its course.
Basically, this shit has to keep going because it's the only thing they have until Hayter comes back. I don't know why he doesn't just bring Athena up.
