The only way this could possibly make sense is if Tony Khan is trying to atone for his sins to Punk and the wrestling community or something like that by booking it so Punk's an absentee good guy, Khan's the idiot and the Bucks are douchebag heels just like back then.
That's what makes it feel so weird. Tony's booking it like it reflects the shoot. Everyone knows what happened and how it went, and normally "Can't Atone the Tony" Khan hides that shit like it's a war crime in 1945.
