What I believe is that Okada made a sporadic last minute decision to leave that took everyone by surprise, including the office.
But the idea that he didn't put anyone over on the way out is pure fallacy and revisionist history so you can force your own narrative.
You can rant and rave all you like about everything Okada didn't do on the way out but he did indeed put over multiple new main eventers from 2020 on, or at least TRIED to put them over, and at the very least made way for them to share the top spot with him. He also put over Ibushi when the company was going balls to the walls pushing him. He put over EVIL to win the G1, etc.
The last couple of years of Okada's NJPW run are pretty much exclusively him trying to create new main eventers for NJPW and then later making room for them by staying out of the title scene.
