Billy & Chuck were over as fuck in 2002. They got the biggest reactions of any heels in the company. X-Pac was drafted that high because of the nWo angle, so in storyline he got drafted along with Hall and Nash by association, not because he was a big draw on his own. That said, X-Pac was still a bigger draw back then than Bianca, Jey Uso, Carmelo, or even Seff are today. "X-Pac heat" was and still is a meme.
