I think it has more to do with the Netflix deal not happening until January 2025. And Raw is going into lame duck status starting in September.
Smackdown is the A show for 9 more months but Rock and Roman are gone at the same time. Switching everyone around would just disrupt a lot of story beats that need to payoff on the road to Summerslam: Drew/Priest then Drew/Punk, Liv/Rhea, Bloodline theater, Sami/Gable, The ascension of Gunther.
Cody's best options for challengers are heel Orton and Logan Paul. Maybe Gunther is the big trade on Monday. And Damage Ctrl goes to Smackdown.
The draft only really happened to tie into the NFL draft. Pearce and Aldis are good but it's not the same as Bischoff vs Steph or Bischoff vs Heyman so that dueling GM heat isn't there. And they didn't do the "unpredictable" lottery style draft. And with USA, Netflix and the CW era's all premiering at different times, there's no clear moment to switch up the rosters for a new start.
