It's possible the plan was for Jay White to win the World Title and Juice/Gunns to win the trios belts, but everything got fucked up with Juice sidelined. The Gunns are out of the tag team rotation, so that leaves Jay White stuck in 6-mans until Juice recovers.
So talking about Jay White being buried or misused is, yes, banter. It's WWE fan payback for the months of "No Switchy?" comments/memes shortly after he debuted.
