He had his checklist of opponents and stuff he was gonna do outside of WWE, and one of the things was drawing a crowd of 10k to a non-wwe wrestling show at MSG. Meltzer told him it couldn't be done, so he put on that big supercard pulling in from various indies. After that he (with the backing of the bucks + omega) managed to talk Tony into making a wrestling company, using the supercard's success to reel him in.
