The Bucks have too many people that owe them too much, and they have had 5 years to dig in. Look at the Punk situation as proof. Heyman would effectively have to do business with them to make this work, and he could because Heyman has made a career out of being able to carny wrestlers who think they are top carnies like the Bucks. That is the issue though. Why would Heyman go through all that trouble? He gets paid super well, and has made lots of money, where Tony's blank checkbook wouldn't entice him as much when he takes into account the situation he'd be getting into and the chaos it involves. This is the same guy that turned down taking over TNA from Dixie, for the same reason. He saw from a far how chaotic it was and how it wasn't worth it. Heyman is exactly where he always wanted to be. He always wanted to be part of the top fed, being paid top money, to work with top talent and have input on where things go. He survived Vince and now has more power with HHH in charge. There is nothing Tony can offer him.
