His whole scheme was two things:
1. Taking the WCW audience and slowly integrating them into WWE with the limited talent that he had, using people who were very identified with WCW, with the Mania being the blow off show.
2. Fixing the behind the scenes drama that Russo and others put on WCW TV. For this he had to acknowledge shoots but in a worked way and try to wean the audience off them over the course of the year.
If you watch the video, there's some good ideas in there. He admitted that he only put a few hours into it so its rough around the edges, but given that I feel like that he achieved the goals he set out fairly well.
