For me it would be
>roster to mostly consist of territory era tier wrestlers, hicks, shoot badasses etc. less roidtards, more hoss types, less manlets, every now and then bring in a carnival attraction kind of wrestler
>ideally the prevalent wrestling style on the roster is reminiscent of 1995-1998 WWF, not too fast, not too slow, not too many over the top retarded moves but also not groundhug irish whip headlock scoop slam
>keep things serious and gritty. Mix in a decent amount of the Attitude Era/ECW edge. Bigger focus on backstage segments and people who can work the mic
>not a lot of hardcore shit and blood should be used sparingly
>no wominx in the ring, wominx managers are okay
>smaller tag team division
>matches should mostly stick to 1v1s and 2v2s, triple threats and four way matches reserved for big story matches.
>match types to mostly stick to the grounded stuff, like standard 1v1s, 2 out of 3 fall matches, iron man matches etc. cage matches, ladder matches and street fights to be reserved for big rivalries.
