DVR, if you start the show 20 minutes late, you can skip all the commercials. So it's not so much DVR for ad rates, it's watching the show days later. Anyone motivated enough to watch the show days later probably isn't going to sit through commercials. Someone who gets home at 9pm will start the show from the beginning and use the commercials as a piss/unload the dishwasher/walk the dog/etc break.

Consider: instead of Willow vs Skye Blue in singles match, they do Willow/Statlander vs Saraya/Harley, which would be an admittedly shit match......but somewhere in there, you have Skye Blue walk out and taunt Willow, have Willow run after her and abandon the match, Saraya hits Stat with some kind of weapon and gets the pin. You could even have Zak Knight out at ringside holding down Stat's foot so she can't kick out, then that leads to Zack/Saraya vs Stat/Angelo mixed tag on a pre-show or other spot.
Result: Willow/Stat internal issues, Saraya/Harley get a much-needed win, Zak/Angelo continue a feud, Skye TV time, etc. Instead of all that, you get a street fight with no moving parts that will be forgotten next week.
