Roman is a complete industry plant in every meaning of the term. He's been handed the world on a platter for the last decade and has only made a few of those years enjoyable. They never gave a fuck about the crowd's reaction to him to the point they all but stuck their fingers in their ears and went lalala as they muted the crowd at Wrestlemania just to show the narrative they wanted
Cody doesn't have those failsafes in place. Let's not look past just a few months ago. They were ready to completely forego him and and 'his story' and have him challenge Rollins instead while they did Rock and Roman. Meanwhile the Bloodline still very much exists and is still the only overarching story in the company while Cody is already having one-off nothing title defenses. He's not quite fully the face of the company similarly to how McIntyre wasn't despite the year he beat Brock. Like Drew he's just a guy to hold that position until Roman comes back around
