Moxley's title shot was set-up all the while back in January (which was annoying in and of itself since it hung like a shadow over the events before but that's another issue) so presumably this whole Moxley title idea was in play for a while, possibly committed to even before Tanahashi took over. As much as I don't really care for Mox I acknowledge he's been in the company picture a while and his Shota connection was something that might have always had big title ramifications, it's not like outsider champions are unheard of even in peak periods in Japan either.
There's also potential realities with Naito's health that could be a factor for getting the title off him. Let's not pretend the two SANADA matches didn't have some serious fucking botches, especially the second one, and while SANADA and his injury are obviously looked at here it's undeniable Naito is not moving like he used to. If they want Naito to play a big part with building the future and his health is a concern it makes sense to not have him grinding away in the main event all year long.
There's also another logical decision in this in that trying to build EVERY young guy through Naito seems foolhardy, it makes sense to try share the load somehow. A stripped main event scene means there's less options and Mox offers something at least. Again, I don't even really like the guy, but I can see value in at least attempting something with him even if it means accusations of this and that and an image of being subservient. This isn't a company drowning in money and fans, risks have to be taken and and they can fail.
