Since the end of 2023, Meltzer and others have claimed there's some kind of exclusive window. He refuses to go on the record and report when that window purportedly ends because it hurts Tony's position. As soon as Tony admits he's been free and clear to talk with other companies for weeks/months now, those other companies are going to get on the phone and start calling their connections to figure out what they offered AEW, what AEW is expecting, and so on.
