If your guy is short and he is presented as a legitimate threat and an equal to the 6'3+ guys on the roster then that's complete and utter bullshit. If your guy is short and presented as an underdog with an apt gimmick, think Mysterio or Bryan, then that's cool and they certainly have a high ceiling because people always want to cheer for the underdog. Might not be face of the company tier, because becoming the face of the company more or less removes your underdog status, but definitely deserves a world title run.
If your guy is short but he's presented as a weasely chickenshit heel who always cheats to win, runs from fights whenever he's able to and has a bigger bodyguard, then that's also completely fine as manlets go, think MJF or Christian's 2010s WWE run. Much lower ceiling than the underdog babyface, but can still reach a high level if he's skilled enough.
It also largely depends on the wrestling style. If you're a manlet then your only two options are
1. Wrestling like a high flyer/luchador, throwing your entire body mass at your opponents at incredible hihg speeds being the only way you can stop them. Think Darby or Mysterio.
2. Being a ball of muscle suplex machine. A small guy using his smaller hitbox and his speed advantage to avoid strikes and grapples and uses shoot martial arts grapples and holds thanks to his insane strength is also extremely believable and cool. Think Benoit or Taz or Gable.
Violating any of the above makes yoi a shitter in my book.
