He had a decent gimmick in ECW but typical WWE took it away and made him a generic suit wearing arrogant heel. Then he had a bunch of forgettable feuds and horrible promos. Didn't help that he was jobbing like crazy for months before he won the MitB suitcase and even looked like a bitch the day before he cashed it in.

He's not the greatest failed champion of all time but he certainly had no help from WWE's shitty booking.

He was WHC at a time when that was basically a midcard belt, so while he was mediocre, it didn't really matter. At the time, they didn't really book guys with that belt as being top guys. They were always secondary to the WWE champion.
