After Tony announced publicly that AEW stars who worked House Rules didn't have to show up for Dynamite (and vice versa), he was the one who booked the shows. Yes, his main eventers were greedy pigs, but Tony was so desperate for a milly that he couldn't let his top guys do house shows. He needed them to defeat NXT.
AEW fans, especially small town fans, got fucked over during House Rules because Tony cared more about ratings than he did growing the product nationally. A mistake that still haunts AEW till this day.
